Is there a "Summer break" for Mex. gov offices?

We've got a few irons in a very hot fire that require contact with various Gov. offices and departments.

A Notario mentioned last week that "offices will be closed for summer break" and he wouldn't be able to submit some documents. Does that sound right or did I misunderstand him ?

If it's correct, what type of offices are closed and any idea for how long ?
