Asentamientos humanos

So I asked a couple of people where to apply for building permits and they said to go to the office of asentamientos humanos.
Okay, I know pretty much where that is in La Paz, but what exactly does it translate to? If I translate asentmientos, out of all the choices given, "'wisdom'' or "'common sense"' seems to be most appropriate, as the purpose of building permits is to make sure common sense or wisdom are used when building something.
But adding humanos to it has me stumped. ''Humane or benevolent'' doesn't make much sense and when I used Yahoo and Google translate features, entering
''asentmientos humanos'' they both gave me the word,''slumses"' which they cannot define and does not seem to exist as an English word.
Can anyone explain what asentamientos humanos means?

A veces la gente se junta en un sitio para vivir y establece un asentamiento humano que usualmente aún no tiene una determinación legal, aún no son distrito o provincia, etc.

Don't know what translator you are using but asentamiento is an established place or a comunity. Usualy it would be together with Obras Publicas. Asentamientos Humanos y Obras Publicas = comunity and public works
