Mario Herrera, a member of the law faculty at the Autonomous University of Baja California, presented his book "Commentaries on the Constitution of
the Free and Sovereigh State of Baja California to the Grupo 21 in Tijuana.
"Why isn't there the rule of law in Mexico?" Herrera asked. "Because those who are supposed to provide it do't do so..........."
Elsewhere.............Presidente Calderon porposed sweeping reforms to Mexico's justice system, including U.S. style trials.............
Could things really be moving in Mexico?

They said it would go on sale yesterday in Tijuana......Might try the cultural center or Jessie may know.
