The reason for all this is the Huge project called Escalera Nautica.

El Rosario is the first point of this Mega project with a development named Diamante del Mar.

And as far for the concrete runaway, that's an airstrip, already up and running and is part of the Diamante del Mar project.

Forgot to tell you....

If you are planning to buy land near or around of El Rosario, double check the vendor... there have been several land disputes around there and some parts of lands seem to have multiple owners, or do they??... be very carefull.....
