May depend on where in Baja you wish to call, as different services have different prices for the various "bands" of service.

The ATT calling cards available at Sam's Club do the trick for me. Cost per minute is right around 15cents. I have tried MANY others and they whack
you too much with connection charges. Even the ones that say Sin Cargo. BS. The ATT is the best I have tried.
