Let me try to explain....

In Mexico, every month, fuel prices are increased, usually, but not always, 2 or 3 cents every time. This is in all of Mexico, obviously including Baja.

Now, besides this increase, in Baja, within 20 kms south of the Border, the magna and premium price is changed every tuesday, (diesel price is not changed).

How is this done: there is a goverment commission which every week, does a survey in the San Diego area from around 72 gas station, they calculate the average price, compare it to the actual peso-dollar rate, and determine the new magna / premium price, wich will be in effect for that week, starting every tuesday.

This is done ONLY within 20 kms south of the borther, and ONLY with magna and premium fuel (diesel remains the same), the rest of Baja keeps the price as it was changed the first of the month.

Hopes this clears some doubts.

A question - are the tuesday changes made in Mexicali also? And if so, are the changed to the prices determined by the San Diego survey?

The tuesdays changes are made all throughout the Mexican border, however they are based on local surveys, in your case BajaLou, I supossed they are made with Calexico information.
