Looks like the Mexican Government learned a lot about the inconsistencies inherent in the old TIPs for boats. This was born out in the "raid" their
tax agents (with accompanying naval personnel armed with automatic weapons) made a few months ago.
To their credit, they talked to a number of marina owners about the process and have hopefully streamlined it even more.
