I'm not a surfer, but from following threads on this forum, I have come to believe that surf spots are all secret with penalties for divulging them!

What are the penalties, and do they apply to non surfers?

Surfers aren't the most enlightened bunch around and tend to be territorial where public information and disclosure is concerned. Whatever.

If you're in the Todos Santos area, try San Pedrito outside Pescadero. Lots of waves, everyone welcome. Early is best and can get blown out by 10am. Friendly crowd. Cerritos beach South of there is popular with Mexicans who have the place dialed in. Beach break can be vicious. La Pastora North of town (take the Otra Lado) has powerful waves and not for beginners.

Be respectful, don't drop in on anyone, and you're OK.
