Cant speak of south of el rosario but I just drove from Rosarito to El Rosario yesterday and back today. Highway was fine. Some parts of the
construction were a little washed out so go slow but its obvious if you aren't driving like a maniac. As of first light this morning this second storm
only made it camalu and it was light rain so it shouldn't have changed anything today.
