I think you are confusing issues. This is about "vacationers" not coming to the US. They don't use "billions on public assistance, medical, public
schools."
These are Mexican tourists who have the money to get a visa approved, and who come to visit, shop, see sights, and then go back to their lives in
Mexico.
There's a vetting process to get a visa (that does not yet include "'much worse than water boarding." I suspect very few overstay their visas and
become a public charge.
I know that in the case of my wife's family members from Poland, we had to provide a personal guarantee that we would be personally and financially
responsible for them and that they wouldn't become a personal charge. I don't know if there is a similar thing for Mexico, but it wouldn't surprise
