It seems like with the technology available now in smart phones, that is a tough law to enforce. People should be able to take personal photos of
their visit, or is this directed at commercial publications?

Not so unusual. When you get a permit to visit the great Cave Murals, you pay an extra $10 dls (I think) to take personal photographs. Says the drone
was "special" photo equipment. I would agree. He also trespassed onto federal property when it was not opened to the general public (and I would have
to assume did not pay an entrance fee).
