Have not gotten my card when driving across at Mexicali or other nearby crossings? difficult? and easily spotted immigration office. Is it 24 hour,
bank right there like TJ ?

If downtown crossing (aka "West" or #1), the INM office is the first building on the left (white, single story) immediately past the red/green light
and covered border crossing area.
Parking is limited, but we were told double parking is fine (perhaps the employees use the few spots in front of the building?).
No bank needed, as the INM officer has a cash box there to take the fee. It is supposed to be open 24/7.
The East crossing has the INM building on the right, after entering Mexico with parking behind the building.
