Doesn't make sense

If the U.S. and Canada don't require it why is Mexico?

I can't imagine a ramp-check requiring the removal of the inspection panel and anyone at the airport knowing what he is looking for.

This will be another reason for small planes to not fly Baja.

The sats/system that monitored the old frequency are gone. No one is listening for the old signals. Upgrade your equipment! Be safe!

Sar/Sat is gone but some pilots out of boredom do listen to 121.5. Some planes do have the old 121.5 units, and if a F-16 pulls up next to you you're going to have a conversation on same freq. A hard landing can set off an ELT, me never:lol:
