Alarm in Tijuana as kidnappers turn to snatching pet dogs

I know of cases where dogs have been stolen in San Diego, then apppeared very next day in Rosarito advertised as rescue dogs by the rescue dog organizations. The adoption fees are lucrative enough that rescue organizations or their dog finders are stealing dogs in San Diego.

The rescue dog people may not be what they appear to be.
