Does anyone know if pangas can be rented - just the boat, no captain - in the Cabo area?
Or is that simply not done?

You can't rent a boat without crew in Cabo San Lucas or San Jose del Cabo.
Can't do it in Loreto either, against the law

Don't know how legal it was, but I saw a guy and his girlfriend rent a boat sans captain at Ensenada de Los Muertos, outside of La Paz, this summer.-
