Riding 60+ mph in the dark on a dirt bike isn't a very smart move. They should have taken a truck up there.

Many things they could have done:
The guests on tour should have followed direction
Tour operator should have paid attention and not lost guests
Should have driven slower after dark
Should have taken an Uber
Should never have ridden an MC, them things is dangerous

Hitting a cow on a trail is one of the things that scares me the most. Seems like there is always one running in front of you or one you startle that's just off the trail.

Definitely a reason to slow down.

Saw a bunch of cows in the dark last year coming into Catavina after dark, but we were on single track so not going as fast! Always thinking about animals when I'm down there riding...

its what killed kurt caselli as well, hit a horse during the 1000!, but in his case broad daylight, just racers bad luck!
