Consider contacting UC Davis they have a state of the art program.

I am not an expert or consultant, but i am a wine maker and know my way around hobby-scale vineyards and wine making. My advice to you is reach out to your local resources.

For example, here in east san diego county there are numerous backyard vineyards and wine makers. I have been helping a friend over the years develop his 3 acres of grapes, and we make wine ourselves and also through a local winery that will make wine for us if we deliver the grapes. A home-scale vineyard is usually a communal operation (it doesn't generate enough to pay help), the payoff is having fun and drinking your own wine.

If you are located in wine country, get involved locally and you’ll make connections. Here in san diego, there is a whole network of people involved in wine making, both home-scale and biz-scale, but only way to learn about the network is get out there and tap into it.
I suspect similar exists in guadalupe valley in baja. Tap into the hobbyists and the small-scale vineyards and you will find local support.
