obtaining international driving permit IN MEXICO
where in Mexico do I go to get an International Driving Permit so I can rent a car in the United States? do not have a US drivers license, only

the information I have from the US government is there is no such thing as an internation driving LICENSE. they are PERMITS issued only in the
country in which you live and attached to your legal drivers license. all the other sites are scams.

My understanding is that the United States is not a signatory to the agreement that created the international driving (license/permit). So you can get
one here, but it may or may not be valid here - it is intended for travel abroad.
I used to have one, when I lived elsewhere, and the borders still existed, and was able to rent a car using one, but not always.

Correct. It must be issued by and in the same country as the license, and can only be used with the license (not by itself).
Normally it's the local equivelent of the AAA that does them, although my one (from another country) was issued by the government.
In Mexico, it seems they can be got from ANA Automovil Club de Mexico http://www.ana.com.mx/ - (click on Licencias Internacionales) but unless I've misread it you have to bring a mound of paperwork into their Mexico
City office (and pay MXN 690)!

The only other organization authorized by the FIA (see http://www.fia.com/thefia/Membership/North_America/index_usa... ) to issue them in Mexico is OMDAI, but they don't seem to have a website.
Perhaps one of those first two clubs has a way to get them through local agents (but I've noticed a lot of things in Mexico don't reach Baja!).
Hope this helps a little bit. Given the hassles it's probably worth trying more to find a rental company that will rent to a Mexican license, if
possible.

North Carolina could very well have their own rules. Hell its tough to rent a car there with a California license...just kidding.
We have also rented cars on our mex lic but it was in California where they are used to seeing them. I think it was Budget.

If I were you I would just go and wing it. Most likely you fly in and the airport has a dozen car rental agencies, all anxious to rent their vehicles.
And I'm willing to bet that you'll find one willing to rent one to someone with a foreign licence. Like I told you, it took me 4 counters in the
Cleveland airport, before I found one willing to rent me a car. And of course there's always " Rent a wreck " They don't give a ratsass if you even
own any kind of licence. Been there, done that too.

US$65 for an IDP is crazy, my one (different country) cost $8/yr (I don't have one now as I've never been asked for it anywhere).
Certainly worth looking at more rental companies.
