Border crossing time

I have been trying to plot the border crossing times at San Ysidro, Otay, and Tecate for the past several days, using the US Customs border wait times website for Canada and Mexico, which gives hourly updates for 21 Canada and 34 Mexico crossing points.
I have noticed San Ysidro has a general average of 1 hour wait time, BUT, my point is, it seems to me, they close gates instead of keeping gates open to lessen the wait time. For example, this morning at 7am, San Ysidro had 1 hr wait time but only had 12 of 24 gates open. Why not open all 24 gates?
I am sure the official answer would be "lack of funding". Gimme a break, who are they trying to kid. I think Customs is trying to get some public outcry to get more funding.
Come on Customs, open all of the San Ysidro gates.

Hey Porky

That game has been going on since 1958 that I know of.

Hope everything is good with the two of you.

Seems like now they have sold between 80,000 and 100,000 Sentri passes for two and occasionally three lanes.

When I first got my Sentir pass they told us there would be one lane and no more that 4,000 passes sold.

Wonder what would happen if a private company tried to work a deal like that.
