I had dinner last night with an engineer from HP who installed the software in Telcel's system that allows users to add minutes to their account via the internet or any store/market that sells the cards. He says Mexico's land-line phone system is divided into a dozen or so autonomous regions that require a lot of engineering to make it work. Not so bad within the regions, but goofy for calls between regions.
