In most cases NASA data (i.e. Astronaut Photography of Earth) does not require any licensing. They typically would like some sort of reference to where the data was obtained. Check out: http://eol.jsc.nasa.gov/Info/use.htm

In my work, we don?t use Astronaut Photography data sets. It has to do with the technical aspects of the imagery and print quality.
