Victor Vargas at Cobadi Dive Shop, near the center of town. He is an excellent teacher.

I just recently spoke with Javier at Dolphin Dive Center in Loreto. http://www.dolphindivebaja.com/ Nice fellow. They are a PADI instruction outfit. I'm definitely no expert, and don't know who else is in the biz there for sure, but give them a hollar (info@dolphindivebaja.com or check out their nice web site. Good luck and have fun! djh

By the way, when in March? We'll be back (3/27 to 4/5 too and might be interested in doing a group course (save a little maybe). djh

In Nove I dove with Raphael and Bruce at Dolphin Dive and they are very good - long time divers, knowledgable with excellent English

Thanks for all of your great suggestions:)
I think we will probably go with Dolphin as they are PADI certified and we are new to diving.
We will be there Mar 13- 17
