Paying community expenses
Hello. We have a house in a community of mostly ex-pats in Rosarito, which is a mix of full timers and second homes. We are considering making a
change to the service we use to orchestrate and pay for our community services and expenses. I'd love to get some info from communities in the area on
how they handle community expenses, who they use, and what their experience has been (good or bad).
The community has a small number of expenses:
Trash pickup
The Electric bill for the street lights
Paying 2 guards.
We don't want the guards to become our employees directly because we do not understand or want to be responsible for the requirements for paying their
payroll and employer taxes/related expenses.
We also have had trouble getting the trash picked up unless we go find the trash guys and slip them some extra money.
I would be grateful for any info you have on the topic and suggestions for services to use or avoid. If you have info on costs, that would great.
As an aside, we don't have a formal HOA. We have had some issues getting a few people to pay their monthly share. How do other communities handle
this?

Trying to operate as an association without forming a real association is nearly impossible.
You need an attorney, an accountant, and money.

We just finished a civil association last year, allows us to have a mex bank account also need to have an accountant ours is set up as a nonprofit,
there is some reporting to do best to have an attorney on also kind of costly to setup and need folks to commit to being involved

Thanks. Does your community use guards? If so are they employed directly by your association or a third party?

yes we do, He has what is called in BAJA a hacienda (license) . He is under contract and pays his own taxes... Uses the same accountant we do. He
has to furnish a factura to the accountant to get paid...
We also do the same with any contractors doing work for the park... They also have a license and have to furnish a factura to be paid for any work
done... Gov't requires this for year end reporting.. We can not hire workers w/o the license... The contractor can hire whoever he wants but he must
pay them and is responsible for their taxes from his company..
Seems messy but is working well at this time...
Everyone in the community is assessed a monthly fee like dues so we can take care of these expenses.... sort of like an HOA...
