It is sad that they all can't get on the same page about the rules for the FMM. It seems to be open to which INM agent you talk to.

In July and again in September, at Mexicali border downtown (or west if you prefer):

FREE FMM for 7 days or less, must be returned, passport is scanned.
Upon returning (at Tecate), they were in sync with Mexicali info and rescanned my passport.

[The idea here seems to be: if you stay longer they will charge you the 180 price and get the income you may have tried to avoid with a free FMM]

Friends who got free ones at Tijuana were NOT told to return them, however???

PAY FMM for up to 180 days, does NOT need to returned!

[The idea here is a reward you, for the price you are paying, to free you the ridiculous hassle of getting to the southbound border INM office, on back streets, to turn it in, then drive back out to the end of the line.]
