El Dorado Ranch property taxes

Good buddy has a lot at El D Ranch
For years he has had his taxes paid through "some agent in Texas"
Seems that this entity is no longer doing this service and he needs to pay his taxes.
His HOA dues are current and his taxes current until this year.

Give me a lead on where/who/how to get these paid.
If we need to make a phone call my wife is 100% fluent in Spanish so we can work on it by phone.
