Solar question

I have a grid tie solar setup (solar production only works in conjunction with a generator or a CFE line)
With analog meters, the meter would run backwards when I produce more than I consume. With the new digital meters that has changed. If I produce more than I consume, the meter registers the production as consumption. So I have to pay even though I not only don't consume from CFE, but put kWh into the system.
With a solar contract from CFE, they would reprogram the digital meter and my production would be credited.

Here is the problem - CFE no longer signs solar contracts. They claim they have enough of their own power.

2 Questions - does anyone have knowledge whether CFE will change the setting for the meters if needed (like in my case)? I am asking because the office personal here does not seem to be too bright.
The alternative would be sort of a timer to turn off some of the solar production at peak hours. Or what else would you propose?

Not just Mexico. California and Arizona are doing the same thing.
