John, thanks for corroborating the homicide with at least one other person who heard about the murder.
From reading here on "Baja Nomad," and on another site where EnsenadaDr, is also a member. It appear she knows Brad, at least as most people know
there neighbors, and she has commented on his mild nature, before going on a wild rampage, and she feels close to Tim, the homicide victim.
What I notice that EnsenadaDr, is most outraged about in addition to the Mexican finest( police) of not getting up off their behind and arresting
Brad, when they had time when he was still in the area.
EnsenadaDr,'s is besides herself over the behavior of the ambulance drivers, not willing to help help a bleeding or shot victim without the OK from
the police.
Not to defend the ambulance drivers, because Baja cities need to respond to victims quicker than they sometimes do. But it's also understandably that
at some crime scenes the ambulance drivers, or the police will not let the ambulance in the crime scene unless it has been cleared of any possible
danger.
In a few places in the US, there are places the fire department and paramedics will not go to without a police escort, or before a crime scene is
cleared. In Los Angeles, a paramedic, will easily make over $100,000 dollara a year, in Mexico, a paramedic, may make a few hundred pesos a day, and
they may not want to take the risk, and perhaps they are jaded from seeing some many homicides and injuries.

Reality check, The Mexican PD or ambulance drivers will not become involved unless the local cartel shot caller says it OK. Every first responder in
the region have heard the story of the dead drug lord brought to the Ensenada mortuary after his private helicopter crashed during the Baja 1000,
story goes those who brought his body to the morgue no matter how your minor role did not fair well. The gunfight to rescue his body was epic. The
Cartel gave him a kings funeral and the DEA was not happy with Mr Carlos Slim when they showed him the Sat. photos
