I am seeking a good one for the new San Felipe Municipality, too.

exact municipality boundaries
1:250,000 or better

haven't found anything on INEGI yet
they probably have it, but their site is a mess

seems to have muni borders in this online gis viewer

you need to turn on various layers, using tab in lower right

I think those concha markers are the "county" lines. not the city lines.

yes, they are supposed to mark the county/Municipio borders

however, map data and actual location are quite a bit apart
La Paz-Comondu 10 miles
Loreto-Mulege 2 miles

a possibility is that county lines have been redrawn
