Seriously? Everywhere. But there's a difference between "corrupt" and "abusive".

Until Mexican law personnel start getting living wages, they're almost all going to work side angles to put bread on the table. But for most, there's enough transgressors out there to "milk," without recurring to outright abusive practices on random victims.

Of course, a few bad apples go over the line.


Low wages is not an acceptable excuse for police to steal or extort money, take bribes from organized crime, etc. If cop cannot live on his/her salary, then he/she should flock off and find a new job.

All the police officers I have run across have been either benign, asked a few standard questions and waved me through check stops with a "buenos dias" or extremely helpful to us tourists when we sought directions. Wish ours still behaved that same way. Only one time, when I parked in an Ascensio Decensio zone unknowingly did i get a fine. It was a cheap language lesson.
