The phrase "I should have..."

What is the correct way to say " I should have...(plus past participle)"?

For example:" I should have said no." Or "I should have have listened".

Does one use "Debi haber..."? Or is some form of the subjunctive correct as in "Hubiera..."?

I believe you can say either "debia haber dicho no" or "Hubiera dicho no" Both should be acceptable. - Stephanie
