Google fun- The Three Virgins

Tres Virgenes. looks like the two roads leading north/northwest from Hwy 1 around the flanks are pretty well traveled. Being in a protected sensitive biological area must limit visitors.
Has anyone obtained a permit and traveled up in the area north of the mountain(s)? Is it difficult to obtain a permit. Is it absolutely necessary? Looks intriguing. I have heard that the WESTERN approach is the route that eventually ends up iin La Trinidad and on up to Los Corrales. The same road also leads to San Ignacio. Can someone confirm this or is this area a dead end?
