pipeline from Los Pinos in San Quintin

Does anyone know what the pipeline from the Los Pinos Plant heading for Playas Del Oro is going to be carrying in San Quintin.
It angles through the backside of the private homes then follows the dirt rd by Cielito Lindo.

Los Piņos recently spent BIG bucks for their own desalinization plant so that they will have a reliable and steady supply of water for their VAST farming operations. I suspect that the pipeline you refer to is for that setup?

could be its about 12 inches in diameter and looks like waterpipe.
When we left on the 12th of this month it was down about to where you make the left turn to CL.
I was just hoping it wasn't some type of drainage pipe into the bay
