no it doesn't have anything to do with the flood. It is just something they do every so often and at this time of year.

I asked a friend why some of the lots for sale within the town-limits of San Juanico were owned by "viejitos" who never lived in San Juanico, and who
had no relatives in the town. It seemed unusual that in a town so small where a majority of the people are related, that you would hear about some of
the lots being owned by people from Constitución, San Ignacio, La Paz, and various mountain ranchos, and especially to learn that many of these people
had never been to San Juanico.
I was told that the government used to pay workers by giving them land in lieu of a paycheck.
Did I understand that correctly ? Is this still practiced today? Was it the state or Federal govt ?

yes it was that way and still is to some extent. many times privet people pay with land or lots also.

also you can "buy in" to a edijo and receive land from that organization with out living in the area
