You might try the NE corner of Constitution and Revolution de 1910, across from the Correo Postal. If not, then my memory would say go one more block toward the water to Madero.

That's the spot I would look. It is open Monday to Friday 8 am to 8 pm and it was free. But that was a few years ago.
