But proof of citizenship (birth certificate) and gov. issued photo ID are required now. It's easier if you have a passport.

Passport Cards
Now Available, Apply for the New Passport Card!
As of February 1, 2008, applications are being accepted for the new passport card. Cards will be mailed out starting in the spring of 2008.

What is the new passport card?
The new passport card is a slimmer, less expensive alternative to using a traditional passport (now called a passport book). It is perfect for travelers who cross land borders frequently between the U.S., Mexico, Canada, Bermuda and the Caribbean and is about the size of a driver's license. The passport card is not designed for air travel.

How much does the passport card cost?
The passport card costs $45 for first time adult applicants who have never had a passport book and $35 for first time children. If you already have a passport book, the cost is $20.

Can I have a passport book and a passport card?
Yes.

How long is the passport card valid?
The passport card is valid for 10 years for adults, like a passport book. Children's passport cards are valid for 5 years if they are 15 years or younger.

Where can I apply?
Applications may be obtained from post offices and other service providers. You may search for an office near you at the U.S. Department of State's website by using their Passport Acceptance Facility Search Page.

Can I use this card when I return to the U.S. by air?
No. The card is only for land and sea crossings.

Do I need a passport book or passport card for travel out of Mexico and into the U.S. now?
No. This may be a requirement by June 1, 2009.

Why may I need a passport book or passport card for travel to Mexico by June 1, 2009?
US citizens may be required to have a passport or other accepted document if they want to take a road trip into Mexico. This is all part of a new set of rules laid out by the US Departments of State and Homeland Security that will affect every US citizen entering the United States from countries within the Western Hemisphere (e.g. the Caribbean, Bermuda, Central & South America, Mexico and Canada). I have a passport but I thought that it might be of interest to others who would like to come to Baja and dont.
