Mulege is 8-9 hours from San Jose airport. Great town but a long drive. La Ventana is windy, windy, windy in the winter - THE place for windsurfers then. Los Barriles is also very windy at that time of year. "Conception beaches are often the warmest waters in the winter." I agree with this statement but this is up by Mulege - again, a long drive from San Jose. Fly into Loreto instead of San Jose - Nice town, good food, beaches are not good but motels, hotels have pools and relatively short drives to beaches north and south. Sea of Cortez location and very laid back town. Not far from Mulege and even closer to Bay of Conception. Google these towns for places to stay and reservations.

If you are for sure going to fly into San Jose and want the Sea of Cortez my choice would be Cabo Pulmo - not really a town but more likely to be less windy and you can drive easily to Los Barriles and Buena Vista or La Ribera on the sea of Cortez. (that time of year northerly winds are quite common.)

Or just south of Todos Santos there are several nice spots on the Pacific some with pools and some close to protected beaches. Again, Google Todos Santos.
