That's the "law" for Gringos. For Mexicans ... pretty much anything goes. If you don't believe me, go to the pier in Puerto Morelos (outside Cancun) at 8:00AM in the morning and watch the local spearfisherman go out with 12 tanks in their boats. 6 or 7 boats go out every day. For $100 they took me out with them and we had a ball (these guys had unbelievable bottom time). I gave them all of my fish (except one) which they sold at market along with their lobsters and fish.

If this bothers you ... I suggest you go confront these fisherman and tell them to get "legal" fishing nets and drag for fish. IMO fishing with nets is much more destructive that spearfishing with tanks ... which is okay by me.

maybe in Cancun...but in our area there is strict vigilancia.... gringos and mexicans alike must obey the letter of the fishing laws.

Hey, Preston, wake up! The next time you travel to Cancun it will look like an empty parking lot. This type of uncontrolled diving/fishing is why people get so frustrated and angry! The divers here in the south find their kids washing cars and not fishing. No limits--no fish! Fortunately , most people believe in protecting the fisheries. Except the Japanese. Think about it.
