Tourist Visa

When re-entering Mexico last week via Hermosillo, the immigration officer would only issue me 10 days on my tourist visa. It seems like giving less than the 180 day maximum has become more common (last time they would only give me 90 days...)
-Does anyone know what is involved in getting it extended?
-Where is the office in La Paz?
-Does the immigration office actually keep track of how many days they issue you, or is my card the only record?

Any advice would be appreciated.
Thanks

How did you enter at Hermosillo?

The only advice you should heed

is what INM gives you. Located about two blocks south of the Los Arcos Hotel next to El Taste. I think they are closed in the afternoon.
