Don't bother. Corruption in Baja is rampant now. Maybe it always was, I don;t know. Police Chiefs, PGJE, Prosecutors- the list is from top down and
complete. You will only put yourself in danger and no money will ever be returned. The only thing different is we are able to find out about it from
you via the internet right away with transparency.
Eventually this transparency will either cleanse or kill Mexico. Could go either way but the trend is not good. Everyone is scrambling for money.
Up north here in Rosarito the entire police force is corrupt according to the Military...

cops operate with impunity. complaining to top cop may only bring retaliation and more pain. may be better to talk discretely with
politically-powerful non-cop locals...
the cops lack humanity and lack moral fiber. they are simply criminals, and worst of all are criminals with badges and guns. the only solution is
for the people take back their government, and eliminate the government that gave license to cops to be criminals.
foreigners can't make the change, only the citizens can take back their government

Lately I have been reading alot lately about police brutality in baja sur in Colectivo Perico...I believe that the locals have had enough of this and
are trying to publicize it so the culprits are punished...silence only ensures more victims.
