I don't think you will find a US lender that will finance a house/property in Mexico.

Why not Ensenada instead of Rosarito??

Rent first, you will be happier

What is your Baja/Mexico experience??

Welcome to Nomads rgrobin, good luck with your search. It is possible to get financing on Mexico property but the rates etc. are prohibitive. Better to rent till you can afford to pay cash or find some owner financing.

If you own property in the US and have built equity you can refinance and pull the cash from there. That's how I purchased my home in Rosarito 10 years ago and I'm still enjoying it.
