PS: Getting and paying for the FMM Tourist Card is NOT a law set in stone, every time you ask, you will get a different answer. In theory, whenever the border is OPEN, an INM officer is there to get you into Mexico legally. If the bank teller is closed, the INM officer can collect the money. I stopped and asked the Tecate border officers in late 2012, and reported that here.
