I wonder who paid for them? I know businesses can pay for their own signs on the road. Or did the guvmint pay for them since he's an attraction in the midst of nowhere?

Stickers are cheap advertising....and, yes, appeal mostly to kids and adolescents....the marketing target.

It is the Mexican children and teens (and adults, come to think of it) who rush any off road race vehicle, pit truck, etc. and shout "STEEKERS--- STEEKERS"

How is that off-roaders fault?

On of the trucks with Cameron's Trail of Missions trip I was along for was Monster Energy's Tundra.. and the Monster drink guys gave each of the people on Trail of Mission a couple of packs each of the small M Monster logo to give when we get mobbed at stops in towns.

Everyone loved that, so what's wrong with giving and making people happy, all while creating product recognition? A win-win!
