Buying a car in tijuana and registration in BCS

Has anybody gone through that process ?
I want to buy a car in Tijuana, and drive it down to La paz to register in Baja California Sur.
I have mexican citizenship now, and want to keep a Mexican license plated car in my second home in La Paz.
i guess upon purchase of the vehicule, i would have to surrendre plates and tarjeta de circulation in Tijuana, get a 30 day temp permit to drive to La Paz, and then register the car there.
Any step by step process for the purchase ?
Also i guess i would be able to drive the vehicule back to the States for picking up a few days before driving down since i won't have license plates ? (PS: i'm not permanent resident in the US).
Any advice appreciated.
