Not about road conditions IN Baja, but Hwy 94 roads leading TO/FROM Baja

Yes, hwy. 94 is only a two lane road from Tecate all the way to hwy. 125 in Sorrento Valley.

Otay Lakes Road is a good route to avoid the congestion for hwy 94 near the casino.

???? Otay Lakes road is quite a ways west of Jamul. Gets you out of Chula Vista area and onto the 94 but no help in getting past the casino when headed to Tecate

That is a much better solution.
When coming from Tecate, it is the first left you can make from 94.

It is a very scenic drive

You're right as usual. Don't know why I was thinking that you turned LEFT onto 94 from Otay Lakes to get to Tecate and that would take you to Jamul and the casino. Going Right (south) on 94 doesn't sound right but that's what the map shows

Just did the math and going via Otay Lakes Road will add six miles - maybe worth it with casino traffic.
