There is a little shop to the left of the entrance to the malecon, if you are looking at the water. Its 4 or 5 doors down and it's on the street back from the malecon. They sell flavored salts as I remember, they have a sign on the door that says fishing licenses.

You can get a license at the Vaquita restaurant. Just north of the malacon

I have one of those bottles of salt in my pantry Forgot about being able to buy fishing license there
