He said he used it, not that anyone needed to see it. To have it on you is to use it.
I am using mine as much as I can over the 180 day life it has, as I did with my previous ones.

I have never been asked specifically for my FMM at the TIJ airport. I have been asked for "paperwork" or passport. When hanging over my passport my
FFM was in the passport. They seemed more interested in the passport.
On my last trip back from PVR arriving in TIJ coming off the plane an official singled us out but just asked our nationality. We said US and he just
waved us thru.
It may be that the airports don't care about the FMM but once you are on the ground somewhere in Mexico is good to have it hush in case.

Well, it is clear that once we are in the Mexican Republic, we are to obtain an FMM.
It doesn't matter if anyone sees it ever again.
I have obtained the 180 day one, the 7 day one, and the flying one in the past 3 years and have reported the details of all three in my trip reports.
That's all I can do. What others do with the data is up to them.
Have a great Baja experience no matter what you do or where you go!!

So just to muddy the waters. You are saying that three2tango does not know what he is talking about and the FMM does not state one entry.

You can to the Immigration website and read the regulations for yourself -

Click "by land" and you will see the terms that include one entry. My friend who's traveling with us is from Argentina and had lengthy conversations
in Spanish with the officials where they reiterated the rules. I've traveled in Mexico enough times to understand the inconsistencies in how rules are
enforced.

Some people look for the answer they want regardless of what is in writing. you missed the discussion for years about turning in your tourist permit
even though it was clearly stated on the back.

I am not doubting what is on Mexico City web sites or printed on Mexico City paper.
I am just reporting on what is happening in Baja California, a place Mexico City almost forgets about...
Just look at the Federal highway in Baja!
There is probably a paper somewhere that says the national means of communication (roads) must be maintained!

Things are way less complicated in Mexico than we sometimes make them sound like. Not everyone who goes to Mexico reads Baja Nomad. I mean, anyone can
just drive across the border and there are NO SIGNS saying EVERYONE (not Mexican citizens) MUST STOP HERE and get an FMM. Only recently and briefly
has an INM officer been reported as flagging obvious gringo tourist cars to pull over to get it.
Can you imagine the traffic jam, parking, and chaos at the border???
There are people who cross daily or very often, and no way are they going to go through the time to park, to refill out forms. The INM official will
have you just do it once every 6 months.
Anyway, each time I get mine, I will report the answers given, as I have in the past (at Tijuana, Tecate, Mexicali).

This topic has been running for decades. A little off
target, but I get a kick out
of the ? about the need for an fmm,
then the person who asked the ?, regrets paying the fmm
fee, because he didn't get 'checked' for the fmm on his trip, regretting
the $25 spent, the regs say get one, if one doesn't want to spend the fee, don't get one. There are virtually no negative
reprocussions on not having one, save getting into a serious
accident. Believing a site info on fmm's is like believing Homeland
Security site on needing a Passport to return to the US, on the
ground/border that info may not apply

I had family visiting late last month and when they left took their FMMs to the San Ysidro/TJ crossing immigration, to the very office where they were
obtained. Three officers were there and they all said, "No need to turn it in". I pointed to the back of the form and... again got "No, no need."

Look at it this way, if you can only use the 180 day FMM for single entry, then you would not be stopped at the border and asked to see if you had one
because you get them at the border. If no one looks at them at the border and stamps, scans, remembers, whatever them then there is no record of entry
other than the date on the FMM itself. If you happened to be asked to show it within the country, not at the border because that is where you get them
after you are in and you don't get checked there, then how would anyone know that you had not been there since the date on the FMM?
In other words, who really give a flying rats culo if its single or multi entry? If by some chance you got checked and by some other stranger chance
they could prove you had made multiple entries on a single FMM, wouldn't it be more likely with a little money and not a lot of time a new FMM could
be acquired and you go on your merry way? It's not like anyone is going to jail over this. Sure, technically they could deport you but Really???

I wished I'd have saved some stuff. To keep track of
trips to Mex. Way off, but back in the day,
'87, I took the then Cabo/Vallarta ferry, yes there was one, had
a Toy Truck w/camper shell, this was when the Mex Govt owned
operated the ferry system. Wish I had the reciept to prove the
cost of passage,
gf, me, private cabin, includes the price for
the truck, total cost $11dlls.
Some 325 mi open ocean to Vallarta. Telling that story often
elicits disbelief. Maybe some other
bits, to keep track of the yrs

Of interest, I showed the guy last week my FMM that had 6 days left on it (counting 180 days from the day it was issued) and while I was filling out
the new FMM he took the older one.
As for keeping scraps, I am trying to downsize!
I have already sold nearly all of the duplicate books I had in my library. Next are all the Baja magazines... SCORE programs, Baja newspaper articles
(many on the construction and completion of Hwy. 1).... a lot from Graham Mackintosh's first walks in the 80s. Mexico West Travel Club stuff, and
their newsletter... I wrote a few trip reports for them in the 80s and 90s (before the Baja Internet).

Dave, the FMM should be a deductible expense for you, so you should keep it if you can. 
If you are not living on the edge, you are taking up too much space!
