Tried to find something for you...
While I am pretty sure you can rent anything that would be popular in San Felipe, as tourism business is king there, finding a web page for such a business may not be easy?

The two town websites are:

http://sanfelipe.com.mx/

There are several San Felipe area Facebook pages, and you might get faster replies on them. Facebook is very popular in Baja with both Mexicans who have businesses there and with Americans who live there.

I too have looked but unable to find anyone or business here in SF that rents any of these things. Think it might be an expensive inventory to keep for many folks.

the Malecon, rented Hobie Cats, they may have something,
