If you have money for supplies to build and don't mind being a bit away from stores I have talked to ranchers about renting land from them. (Some live
way out there away from neighbors and people)
Dirt cheap if you can find an honest nice one that will let you just do your thing(just not destroying their land). I have found a few that have
quoted under 500 per year. The key would be being trustworthy to mind your own business with no funny or illegal business and not destroying their
land.
I built a tiny room/house from scratch dirt, dirt cheap myself(I kinda know what I'm doing) inside a garage once that was 7'x7' and I started sleeping
on the ground then built a cot type thing to have storage underneath.
I just ran an extension cord into the room for one light, laptop, and bought an a/c but moved before I could install it.
At that size the smallest a/c is way more than powerful enough provided you have enough insulation and sealing to keep in the cold air.
For a minimalist setup like that solar is crazy cheap or just branching off the ranchers power would work.
Its my goal in a while to do just that and everything is small enough to break down in sections and load into a trailer for storage or to move
locations(renting is great).

Get a cargo container and expand from there. Palapa, cistern & patio on the roof and covered patio on both sides.
$700 for a 40x11x11

$500/mo for rent is doable. Your climate requirements Are tough unless you don't mind moving seasonally. SOC is humid during the summer but you could
move over to the Pacific side then. Might be best to travel and camp for awhile and find what you want. Once you find the area I'm pretty sure you
could build you room for the $ you save camping a few months. And now is a great time to explore.

I thought containers were only 8 feet wide for the road.

Limited to 8' in baja?! Haha I wish! Ive been off the road a few times because of trailers or homes taking up most of my lane as well as theirs. There
are no rules on the road there, except expect the unexpected.
And containers from I have been told be the container companies in ensenada is that the price and paperwork of buying one for personal use and the
transportation involved is not worth it. Plus to rust proof/insulate for bajas temp changes would be a total pain. If you guys have any other info on
them being reasonable to obtain and transport in baja let me know because that is my eventual goal. To build a getaway house I can literally shut and
lock tight when I leave.

I just thought they were built with road width allowances in mind...8' in USA without a permit for wide load. Same in Mexico to my knowledge. I've
seen many "Wide Loads", mostly mobile home halves moving with escorts and well marked.
Anyway...if you get one, make sure it's one of the insulated cold product models or you'll be enjoying life in an oven.

One can sleep on the ground, spend nothing on housing, and not use an oven - the question is for how long.

Not in jail =) A rooming house. My room is 100 sq ft but I only use 24 sq ft. While I am not sensitive to small spaces, I am sensitive to temperature
and enjoy the freedom to turn the A/C on to 50 if I want.

This is getting odder and odder.
The requirements were: always sunny, always very dry, no neighbors nearby, and with a real electricity - enough to run A/C. With property prices low
enough to rent a detached house for $500.
There is no such place anywhere in Baja.
Now you are saying that you want to build - in a place where you have never been, don't know anything about, and that doesn't fit your criteria
anyway.
I wonder what's coming next - perhaps a runway for all-natural solar aircraft.
