Fix it type infractions

Does anyone know the law concerning fix it type infractions in Mex.
A few months back I was pulled over in Tecate as I was turning left off
the main Blvd to get in the border line (north bound). Cop said I had
a light out on my boat trailer. I told him "thank you for letting me
know". He starts the usual, it will be this much fine here or I'm in
trouble. I tell him absolutely not. We look at the light on trailer and
yes the bulb is burnt out. It was working when I checked it at San
Quintin fuel stop. Now a second cop pulls over to see what's up.
Cop one says his boss who is sitting in car is getting upset with me
and I'd better pay now or there will be big problems. So I pull out a
new light from my travel kit and tell him I will fix it and be on way.
He goes back to his boss and returns to tell me to fix it after I pay
the fine. I laugh at him and wave for him to get out and come talk to
me himself. Now a third cop car pulls up and people are stopping in
the road to see what's going on. It was really quite funny. I told the
the only place I was going was to get in line to cross after I installed
the new light. It was a real Mex stand off. He tells me not to fix the
light and get in line. So my question is, are veichle malfuncions a
fineable infraction?? God I love Baja!!!!

Seems like the cops would have no time for anything else if they chased down every car on the road to issue fix its. Less strenuous for their writers cramp if they focus on a gringo. Payoffs are bigger as well.

yes...we got pulled over for not having lights on our boat trailer and the fine was a big one but we .....ahem...settled on a lesser fee and were on our way.
