I sure wouldn't advise anyone (noncitizen) to take the risk of having marijuana in their possession. This says nothing about expats having possession of marijuana for medical purposes.

On a similar but different note, we were somewhere on the coast above San Juanico a few months ago stopped for a wiz and another beer and a car of Mexican locals stopped and were saying something about pot. At first we were no, that's ok we're good but they were not trying to sell us weed, they saw the Oregon plates on my buddies rig and figured we had the good stuff and wanted to buy it from us.

We certainly didn't have any but though it was kind of funny they wanted to buy the good stuff from us.
